When attempting to use PaperVision Tools, you receive the following error: OnStartupComplete Ex : The configuration section for Logging cannot be found in the configuration source. line = 2

Summary

This error is caused by Document Viewer Controls not being installed on the machine trying to run PaperVision Tools.   The Document Viewer Controls are required to be installed for Tools to work properly.
